NAPCC (National Action Plan on Climate Change) & SAPCC(Meghalaya State Action Plan on Climate Change)

The Prime Minister’s Council on Climate Change decided on its first meeting that “A National Document compiling action taken by India for addressing the challenge of Climate Change, and the action it proposes to take” be prepared. The National Action Plan on Climate Change responds to the decision of the PM’s Council, as well as updates India’s national programmes relevant to addressing climate change. It identifies measures that promote our development objectives, while also yielding co-benefits for addressing climate change effectively. The National Action Plan focuses on promoting understanding of climate change, adaptation and mitigation, energy efficiency and natural resource conservation.

On June 30, 2008, then Prime Minister released India’s first National Action Plan on Climate Change (NAPCC) identifying eight core “national missions” representing multi-pronged, long-term and integrated strategies for achieving key goals in the context of climate change.

State Action Plan on Climate Change

The State Action Plan on Climate Change for Meghalaya was approved by the Ministry of Environment, Forest & Climate Change, Government of India in September, 2014. The prime objective of the State Action Plan on Climate Change is to strategize adaptation and mitigation initiatives towards emission stabilization, develop resilience of ecosystems, climate proofing of the livelihood sector and diversification of the economy by reducing the dependency on natural resources. The State Action Plan on Climate Change serves as a guiding document to take the climate change agenda forward and infuse it into the development planning of the State.

In line with the National Action Plan on Climate Change, the State has prioritized the following sectors for adaptation planning in respect to climate change:

  1. Agriculture
  2. Forestry
  3. Water resources
  4. Sustainable Energy
  5. Habitat
  6. Mining
  7. Health

A total of 150 climate adaptation actions were identified across six sectors out of which, 76 actions have been prioritized.

With the State specific knowledge on climate variability, climate change projections, and their impacts, the State has initiated the revision of State Action Plan on Climate Change.
